Avila and Associates Consulting Engineers, Inc. established in 2001, provides multi-disciplinary consulting engineering services to public agencies at the Federal, State and Local level, private property owners, other civil engineering professionals, professional service firms, and attorneys-at-law. The firm focuses on water utility and water resources engineering including: capital program management, conveyance and pumping facility design, utility management and regulation, strategic planning, engineering feasibility studies, rate and charge analysis, operations management, environmental compliance program management, hydrology, hydraulic analysis, scour analysis of bridges including the impacts of gravel mining activities and scour countermeasure design.

Avila and Associates has offices in the city of San Francisco and Contra Costa County, however, we provide services throughout California. The firm's principals have over 38 years of combined civil engineering experience with the California Department of Transportation, Monterey Peninsula Water Management District, Contra Costa Water District, East Bay Municipal Utility District, various Consulting Civil Engineering Firms and General Contractors. Our current clients include the Northern California Salinity Coalition (which consists of eight Bay Area and adjoining water agencies), Santa Barbara County Department of Public Works, and San Benito County Water District.


Hydrology and Hydraulics:
Avila and Associates has extensive experience in hydrology studies and hydraulic evaluation and design services. Specific work include the Oro Loma Sanitary District Detention Pond Project in San Leandro California and the Peter A. and Vernice H. Gasser Foundation Residual Overland Flow Project in Napa, California.

Program Management:
The Principals of Avila and Associates have extensive experience in the management of raw and treated water feasibility studies and designs. Representative experience includes the implementation of the Contra Costa Water District's Seismic Reliability Improvement Program and the California Department of Transportation's Local Agency Bridge Scour Evaluation and Funding Program.

The principals of Avila and Associates have over 16 years of construction management support services experience for public agencies including EBMUD, CCWD, CH2M Hill, Rudolph and Sletten, Inc., and Caltrans. They have also been recognized nationally by the American Society of Civil Engineers for their accomplishments in this field.

Scour Countermeasures:
Avila and Associates provide quality hydrology, hydraulic and scour analysis studies for bridge design firms for the Highway Bridge Rehabilitation and Replacement Program (HBRRP). Specific interests include bridge rehabilitation or replacement projects located in actively mined streams and rivers.

EIR Support & Review:
Avila and Associates has extensive experience in providing professional and technical services for project related environmental technical studies and environmental documents. These studies have been conducted in support of and part of the required environmental documentation for project approval under State and Federal environmental laws and regulations (CEQA and NEPA). These have been provided on large environmental documents (EA’s/EIS’s) and smaller environmental documents California Department of Transportation (Caltrans), East Bay Municipal Utility District, and Contra Costa Water District projects.
